This week Minister of Finance Youssef Boutros Ghali announced the appropriation of L.E. 4 billion to the Ministry of Education as salary and bonus increases for 1,450,000 teachers across Egypt as part of the second phase of the teachers' cadre. Meanwhile, Abdel Hafiz Tayel of the Egyptian Center for the Right to Education said that the decision to apply the cadre only to the teachers that passed the teachers' exams (about 50%) administered this year by the Ministry was discriminatory, and in violation of human rights conventions that call for equal pay for equal work. Tayel added that the exams were not a good indicator for teachers' evaluations. A court case challenging the constitutionality of the exams is expected to begin this week. Rights groups said the discrepancy in numbers between the Ministries of Finance and Education on the teachers benefiting from the salary increases and on the appropriate time frame for 'back pay' indicates a lack of coordination between government entities. Meanwhile, Minister of Education Yosry El Gamal announced this week that the ministry would be reviewing all the contracts signed in the last year for the position of "teacher's assistant" to ensure they are in compliance with the conditions of the ministry, and that training programs would be conducted for those selected.
